With this power, he can identify all the wrong acts happening or about to happen. He also has the ability to prevent some wrong acts and apprehend for justice the people responsible for others.
The only way he can do this, however, is to read everyone’s mind at once.
In any instant, he can know everything that everyone is thinking and intends, but he only ever acts to prevent and punish wrongs he knows we all agree to be wrong.
We can even imagine this character acting on a set of priorities established by a just and responsible government.
